All Windows computers dating back even to Windows 95 were shipped with a command line ftp client that enabled them to connect to a computer running an ftp server.

Because 2 ftp client programs cannot talk to each other, copying files form one Windows machine to another is traditionally not possible using FTP.

The command line ftp client on windows is usually passed over in favor of a more graphical and easy to use ftp client such as cuteFTP.
But it exists and is very similar in operation to the unix/linux command line ftp program.
If you want to see it, you can run it by clicking the START button and selecting "Run..." or "Run command" from the START menu (or holding down the windows logo key and clicking R at the same time) and typing the word ftp into the box.
It's not the easiest program to use in the world but entering a ? and hitting return will show you the list of supported commands.
Another useful command is quit.
